(A housekeeping amendment to District of Coldstream Zoning Bylaw No. 1726, 2018)

Third reading of Zoning Amendment Bylaw 1759, 2020 is scheduled for Monday, September 14, 2020, 6:00 pm at the District of Coldstream Municipal Office.  At that meeting, Council will consider any comments, both written and in person.

In-Person Meeting Attendance Procedures
There will be an opportunity for in-person attendance and comments at the September 14 meeting.  In order to meet health protocols, we can only allow a limited number of people to pass through Council Chambers at one time to present their views to Council in person.  We ask that when you have had an opportunity to speak, you exit promptly in order to allow others to enter.  In this way, we can ensure everyone will have an opportunity to speak to this matter.

Zoning Amendment Bylaw 1759, 2020 is a bylaw under consideration by District of Coldstream Council.  The purpose of the bylaw is to incorporate a series of minor changes to the community’s Zoning Bylaw to fix errors in the Zoning Bylaw that have been discovered over the last 14 months.

The fundamental provisions of the Zoning Bylaw are being maintained, with the proposed amendments intended to ensure consistency between the community’s prior bylaw and the updated bylaw adopted in April 2019.

3 - August 17, 2020 unadopted CoW meeting minutes
These minutes contain a resolution from the Committee of the Whole to Council recommending that Council give the proposed Bylaw 2 readings, that the Public Hearing be waived, and that 3rd reading of the bylaw be scheduled for September 14, 2020.

This is a copy of the proposed bylaw after having received 2nd reading.  It contains the complete amended text of the bylaw and the complete set of 23 amended zoning maps.

This is a copy of the proposed zoning bylaw with the amendments in final form.  Two additional changes which are not contained in the draft text were recommended by the Committee of the Whole.  These are addressed in items 12 and 13 below, and are related to Community Care Facilities, and the zoning of an existing Community Care Facility on School Road in the Lavington area.

14 – August 17, 2020 Additional handout – definition of community care facility
Staff provided additional material related to the province’s requirement that certain types of Community Care facilities must be allowed in residential buildings.  To clarify the District’s obligation to allow this type of use staff recommended that two categories of Community Care facility be defined.  A minor facility which local governments are required to allow in residential buildings, and a major facility which is larger in capacity and can be regulated by a local government.

15 – August 18, 2020 Map housekeeping changes
This map identified an existing care facility on School Road that had been incorrectly zoned.
