Invitation to meet with Health Authority during 2024 UBCM

Council directed Administration to request a meeting with senior staff of the Interior Health Authority to request that Coldstream be identified for the addition of publicly funded long-term care beds by issuing a Request for Proposals (RFP). 

*Background: In 2020 the Province committed to adding 495 long-term care beds in the BC Interior region with Vernon being identified to have 90 beds, allowing only operators in Vernon to submit applications; as a result, Coldstream’s only operator, Coldstream Meadows, was not permitted to submit an application.

Changes to Committee of the Whole Meeting Dates

Council resolved to change the Committee of the Whole Meetings on September 3 and October 7, 2024, to FINANCE Committee meetings on those dates.  Council/Committee Meeting Schedule 

Declassified Motions

 From April 22, 2024: Greater Vernon Cultural Centre Land Purchase and Proposed Agreement

Council authorized Administration to sign a Memorandum of Understanding with the Regional District of the North Okanagan (RDNO) to commit to funding the District of Coldstream's portion for the Greater Vernon Cultural Centre land purchase in the amount of $410,476.

From July 8, 2024: Log House Demolition

Council directed Administration to prepare a budget for the demolition of the Log House and restore the site to greenspace in 2025.

*Background: Removal of the Log House will provide Coldstream with an opportunity to reimagine the use of this space and add valuable greenspace to the District for public enjoyment. Previous flooding events have intensified structural building issues including but not limited to failing foundation and mould, making the Log House unsuitable for private or public use and the roof is at end of life.  The Log House was built in 1951 and purchased by the Regional District of North Okanagan in 2011 and rezoned as parkland.  The District acquired the property in 2014. The Log House is not registered as a Heritage/Historical Site.

From August 12, 2024: Hazardous Materials Assessment (Log House)

Council authorized an expenditure of up to $2,400 to have a pre-demolition hazardous materials assessment completed on the Log House.

From August 12, 2024: Procurement of Municipal Buildings Access Control and Alarm Systems

Council authorized a sole source procurement for a, access control and alarm system for municipal buildings, awarding the contract to Omega Solutions in the amount of $69,530 plus GST.  This new system will replace an aging and inefficient dual system.
