Parks and Public Spaces Regulation Bylaw Amendment
Council gave three readings to the Parks and Public Spaces Regulation Amendment Bylaw 1839, 2024, Amendment No. 13. This amendment improves and clarifies language in the bylaw as well as updates Schedule B, Park Fees, to align them with the fees collected in Vernon parks and public spaces.
Donation of the Gazebo at McKergow Meadows
Council accepted the donation of the gazebo constructed in 2023 at McKergow Meadows, which will be added to the District’s asset inventory and included in the asset management plan.
Early Budget Approval for two (2) Additional Paid-On-Call Firefighters for the Coldstream Fire Hall
Council approved the request for early budget approval in the amount of $4,500.00 to hire 2 Paid-On-Call Firefighters to the Coldstream Firehall to ensure the new members can attend the appropriate training. The training is scheduled for early March and would not be available to new recruits until March 2025 if this session is missed.
Long Range Planning Committee Meetings and Cancellation of Committee of the Whole Meetings
The following 2024 Committee of the Whole meetings scheduled for March 18, April 15, May 21, and June 17 are cancelled and replaced with Long Range Planning Committee meetings. The Long Range Planning Committee will address draft zoning bylaw amendments and begin directing the preparation of a new Official Community Plan.

The Director of Infrastructure Services provided an update on the District’s infrastructure projects.
Reports from In-camera Meetings
Council awarded the following contracts:
The supply and delivery of a Fire Rescue vehicle for the Coldstream Firehall in the amount of $836,973.24 plus GST was awarded to Hub Fire Engine. Purchase of a second Fire Rescue Vehicle will be considered in 2025 for the Lavington Firehall.
A 3-year contract was awarded to the BC Corps of Commissionaires in the amount of $361,364.24 plus GST for Seasonal Bylaw Compliance Services.
The Park Security Services contract was awarded to Alpha Omega Security Ltd. in the amount of $40,680 plus GST.
The 2024 Seasonal Street Sweeping contract was awarded to South Okanagan Power Sweeping in the amount of $46,080 plus GST.
